दोस्तों आज इस पोस्ट के माध्यम से आप जानेंगे छत्तीसगढ़ में Mukhyamantry Mitan Yojna CG की पूरी जानकारी। दोस्तों पूरे भारत देश में छत्तीसगढ़ एक ऐसा राज्य है जहां के मुख्यमंत्री माननीय श्री भूपेश बघेल ने अपने कार्यकाल में पहली बार 01 मई 2022 को 14 नगर निगम में इस योजना की शुरुआत (क्रियान्वयन) किया है। इस योजना से आम लोगों को निश्चित रूप से बहुत ही लाभ प्राप्त हो रहा है। इस योजना के अंतर्गत शहरी क्षेत्र नगरपालिकाओ में आम नागरिकों की सुविधा को देखते हुए उनके घरों तक शासकीय सेवाओं को ले जाया जा रहा है। इसके लिए एक कर्मचारी नियुक्त किया गया है जिसका नाम मितान रखा गया है। यह मितान नागरिकों के घर जाता है तथा नागरिकों को जो सेवाओ की जरूरत होती है जैसे :-जन्म प्रमाण पत्र, जाति प्रमाण पत्र, निवास प्रमाण पत्र, मृत्यु प्रमाण पत्र, विवाह पंजीयन प्रमाण पत्र, नया राशनकार्ड, पैन कार्ड, आधार कार्ड, दुकान पंजीयन, श्रमिक कार्ड आदि। उक्त प्रमाण पत्रों में लगने वाले समस्त दस्तावेज को लाकर उसका दस्तावेज तैयार करके उसका घर पहुंचा कर देता है।

मुख्यमंत्री मितान योजना का उद्देश्य

  • 1.नागरिकों को घर बैठे सभी शासकीय सेवाओं का लाभ पहुंचाना
  • 2. निर्धारित समय सीमा में सभी सरकारी सुविधा नागरिकों को उपलब्ध कराना।
  • 3. योजना के माध्यम से नागरिकों को जो भी योजनाएं प्रदान किए जा रहे हैं उनकी पारदर्शिता में वृद्धि करना।
  • 4. शासन द्वारा संचालित सभी योजनाओं की जानकारी नागरिकों को टोल फ्री नंबर 14545 पर कॉल करने के दौरान देना।
  • 5. नागरिकों की सुविधा को देखते हुए एक निश्चित समय में दस्तावेज तैयार करके देना।

मुख्यमंत्री मितान योजना वर्तमान में 14 नगर पालिका निगम में उपलब्ध है :-

  • 2. नगर पालिका निगम भिलाई
  • 3. नगर पालिका निगम भिलाई- चरोदा
  • 4.नगर पालिका निगम बिलासपुर
  • 5.नगर पालिका निगम बिरगांव
  • 6.नगर पालिका निगम चिरमिरी
  • 7.नगर पालिका निगम धमतरी
  • 8.नगर पालिका निगम दुर्ग
  • 9.नगर पालिका निगम जगदलपुर
  • 10.नगर पालिका निगम कोरबा
  • 11.नगर पालिका निगम रायगढ़
  • 12.नगर पालिका निगम रायपुर
  • 13.नगर पालिका निगम राजनांदगांव।और
  • 14.नगर पालिका निगम रिसाली।

मुख्यमंत्री मितान योजना संचालन की प्रक्रिया

मुख्यमंत्री मितान योजना निम्न प्रकार की प्रक्रिया से गुजरता है :- मुख्यमंत्री मितान योजना से लाभान्वित होने के लिए आवेदक मितान की सेवा के लिए टोल फ्री नंबर 14545 वर्ष कॉल करता है इसके बाद अपॉइंटमेंट बुक किया जाता है अपॉइंटमेंट बुक करने के बाद आवेदक को बुकिंग की जानकारी के साथ एक एसएमएस प्राप्त होता है इसके बाद तय समय और तिथि को निदान आवेदक के घर पहुंच कर प्रमाण पत्र से संबंधित आवश्यक दस्तावेज प्राप्त करता है। मितान घर पर पहुंचकर टेबलेट के माध्यम से दस्तावेज को सत्यापित करके पोर्टल पर अपलोड करता है उसके बाद सत्यापित दस्तावेज को संबंधित विभाग को ऑनलाइन भेजे जाते हैं जो आवेदक से संबंधित दस्तावेज की समीक्षा करके प्रमाण पत्र जारी करते हैं। फिर प्रमाण पत्र जारी होने के बाद मितान एजेंट द्वारा प्रमाण पत्र आवेदक के घर पहुंचा दिया जाता है।

मुख्यमंत्री मितान योजना की वर्तमान स्थिति

छत्तीसगढ़ शासन मुख्यमंत्री मितान योजना के तहत शहरी क्षेत्रों में लोगों को घर बैठे शासकीय सेवाएं उपलब्ध कराई जा रही है। इस योजना के तहत अब तक 50000 से अधिक नागरिकों ने घर बैठे ही अपनी जरूरी सास की दस्तावेज प्राप्त कर चुके हैं। मुख्यमंत्री मितान योजना के अंतर्गत अब तक लगभग एक लाख से अधिक नागरिकों ने मितान योजना के टोल फ्री नंबर 14545 पर कॉल करके शासकीय दस्तावेज को प्राप्त करने के संबंध में जानकारी हासिल की है। मुख्यमंत्री श्री भूपेश बघेल के निर्देशन में एवं नगरी प्रशासन विकास विभाग द्वारा नागरिकों को सरकारी दस्तावेज बनवाने हेतु घर पहुंच सेवा मुख्यमंत्री मितान योजना की शुरुआत 1 मई 2022 से प्रदेश के सभी 14 नगर निगम प्रदान की गई थी।

मुख्यमंत्री मितान योजना के लाभ

मुख्यमंत्री मितान योजना के संचालित होने के पश्चात छत्तीसगढ़ के सभी 14 नगर पालिका निगम के नागरिकों को अत्यंत लाभ प्राप्त हो रहा है। इसे निम्न प्रकार से समझा जा सकता है:-

  • 1 इस योजना के माध्यम से नागरिकों को सरकारी कार्यालय के चक्कर काटने की आवश्यकता नहीं है।
  • 2. इस योजना के संचालन से नागरिकों के समय का सदुपयोग हो रहा है क्योंकि उक्त कार्य के लिए नागरिक सरकारी कार्यालय जाते इसके लिए समय देना पड़ता अब यह समय बज रहा है।
  • 3. इस तरह दस्तावेज खुद से बनवाने में जो समय लगता उस समय में अब नागरिक अपना घर का काम कर सकते हैं।
  • 4. इस योजना के संचालित होने से फर्जीवाड़ा होने का डर नहीं है। क्योंकि शासन के द्वारा नियुक्त किया गया कर्मचारी आपका दस्तावेज सत्यापन कर अपना हस्ताक्षर कर नागरिकों को देता है।
  • 5. नागरिक द्वारा स्वयं आवेदन जमा करने के पश्चात सरकारी कार्यालयों में आवेदन कभी-कभी खो जाता है किंतु इस योजना के संचालित होने में अब इस प्रकार की गलतियां नहीं हो रही है और ना ही किसी का दस्तावेज खोने का डर है।
  • 6. और सबसे मुख्य बात जो कि कहीं जा सकती है कि नागरिकों के द्वारा सरकारी कार्यालयों में कई ऐसे दलाल मिलते हैं जो रिश्वत लेकर प्रमाण पत्र जारी करवाने की बात का कर पैसे मांग लेते थे। किंतु इस योजना के संचालन से यह कार्य रिश्वत मुक्त हो गया है।
    इस तरह से इस योजना के संचालित होने से और कई लाभ दिखाई पड़ते हैं।

मुख्यमंत्री मितान योजना के तहत दिए जाने वाले सेवाएं

मुख्यमंत्री मितान योजना के अंतर्गत लगभग 24 सेवाएं होटल में दिखाई गई है जो निम्न है:-

  • 1. मूल निवास प्रमाण पत्र
  • 2. अनुसूचित जाति /अनुसूचित जनजाति प्रमाण पत्र
  • 3. अन्य पिछड़ा वर्ग प्रमाण पत्र
  • 4. आय प्रमाण पत्र
  • 5. दस्तावेज की नकल के लिए अनुरोध गैर -डिजिटल (भूमि रिकॉर्ड आदि की प्रति)
  • 6. मृत्यु प्रमाण पत्र
  • 7. विवाह पंजीकरण और प्रमाण पत्र
  • 8. नया राशन कार्ड APL(सफेद)
  • 9. नया राशन कार्ड BPL (प्राथमिकता)
  • 10. राशन कार्ड सरेंडर/ ट्रांसफर
  • 11. राशन कार्ड भर जाने पर
  • 12. राशन कार्ड में सुधार के लिए
  • 13. जन्म प्रमाण पत्र
  • 14. दुकान और स्थापना पंजीकरण
  • 15. भूमि सूचना (भूमि उपयोग)
